Iceland

Iceland is small enough that personal networks and institutions overlap, which gives it informal accountability and a social register nobody needs to write down. Everybody already knows who belongs to what. No foreign listing could compile a better list, and no court could delete this one. The hinge is self-purification at village scale: where everyone is known, the cost of standing near a stigmatised name is paid in person.

The clerk’s briefs

From the clerks, for the Patrician’s eyes

Nothing to read. Where reputation keeps the register, the people on it have no file to read and no office to appeal to.

Nothing filed yet

The clerks have found no development in the period that bears on the steps of the historical record. The hinge they would watch is reputation doing the work a register would do elsewhere.
