The front of the Patrician's palace. Four pipes of blue, amber, green and red climb its wall, each with a brass plaque for water, power, messages or money, and run into a tall lit window where a thin figure in black stands at a desk.

A design on paper always agrees with itself. The gaps show only when somebody walks it through an ordinary week: a box with nowhere to go, a setting nobody can explain, a Saturday on which the Palace still knows nothing. The Patrician treats new laws the same way. Before signing one he has Drumknott describe a Tuesday under it, and he has rarely signed a first draft.
